@BrentToderian In Germany (and likely entire EU), I don't think that Uber or any other Taxi service has the chance to reduce traffic. Uber in Germany operates only in the biggest cities. All those cities provide great public transportation systems, which is the key to improve the traffic situation in big cities.
US: Try to get in Phoenix and surrounding cities from to airport to anywhere w/o a car, no chance! The same in Portland is much easier. So why do those cities not learn from each other?
