Proposed: put polarized lenses on the remotes and receivers, such that you have to turn each remote at an angle that matches the lense on the target TV.
Despite the obvious downside, there is an upside. If someone steals a remote or TV, it will seem to work only intermitently, which I hear is a new circle of Hell.
