I mean, pretty much all of California tax policy is built to keep cities like Oakland in a perpetual budget crisis. And the two flavors of solution for this problem--ramp up enforcement or commit to constant cleanups--involve a lot of staffing up.

It doesn't help that building contractors and apartment cleaning service across the east bay bring their trash here instead of paying landfill fees.
