After calling for civilians to be demoralized by bombing Ukrainian cities, Russian officials are issuing nuclear threats, saying Russia is "obliged" to use tactical nuclear weapons to force Ukraine to surrender.

"We are delivering devastating strikes on the enemy’s infrastructure. But we must hit harder so that the enemy understands that it must surrender.

If necessary, we are obliged to use them," Russian State Duma MP Zhuravlyov said.
