I'd say it's more like a car designer who makes cars in CAD having difficulty replacing a timing chain or not knowing what OBD-2 even is.
Or a mechanic trying to model out an interior
The difference between a programmer and a sysadmin is that a programmer could be very familiar with and very good at customizing and optimizing their own computer, to their own standards, with their own constraints.
A sysadmin manages many machines, that are not his own, to be used by other, very stupid and angry people. They may also manage the networking. They may *also* manage the physical copper or fiber runs creating that network.
Sysadmins can also write programs, yes, but you'll find they're often very narrow-scoped, very small scripts, sometimes meant to only be used literally one time and then thrown away.
Docker exists because programmers aren't sysadmins and this angers both parties to no end.
