The bible quote "love Ur neighbor as yourself" was written in a time when we lived in villages and when Ur neighbor was always Ur own cousin, brother, sister, father, mother, grandparents, nephews.

At that time Ur neighbor was Ur family. And not some random immigrants from a different country with w different race, a different religion and a different culture.
