"Neighborliness" is sort of the ultimate Midwestern value. I think Minnesotans are embodying the best possible way that can be applied at the moment.
I can't speak to people from other cultural backgrounds, I guess, but at the risk of sounding a wee bit "provincial": where I come from, if someone falls, you help them up.
I don't think that's unique to us, but "I've got to be a good neighbor" certainly is a way a lot of us see things right now.
