i guess a fiat use of taler just has the marketplace not bother to track whatever would have been backing the tokens, so, it -could- work for that.

the push for cbdcs is more to do with controlling every aspect of everyone's lifes, though, so it lacks the ability to micromanage how you're allowed to spend money. it specifically does the opposite of that and only registers who is taking and returning tokens.

i'm generally not supportive of trying to fit cryptopunk stuff to appease the state because the state can and will just go "lol banned" if it genuinely steps on the system's toes.
