Anubis is just a local reverse proxy so it'll stop scrapers and bots, but it won't stop somebody just flooding your connection with useless traffic until it stops responding. But this is what, the 3rd or 4th time in just the last year or so that large swaths of the internet have gone down because of Cloudflare, so one site here and there going down to DDoS is arguably preferable to everybody being centralized.
