We just edited this post to add the “New timeline settings" paragraph, which we forgot initially.
In 4.5, administrators will be able to disable some (or all) live feeds, with a different setting for visitors and authenticated users. We added new attributes to the server configuration so clients can hide those live feeds buttons when they are disabled.
