Try buying a car that doesn't have a computer controlled engine. You can't.

In theory you can build your own car, register it, have it inspected and not have any of that stuff in it, but almost no one will and where I live the insurers won't touch it, so you couldn't drive it on public roads.

They're fine with you ditching a car and riding a bike btw, that just means they control your practical radius of travel.
