Actually saying I am going to kill you, and seemingly seeming like a possibility the person is going to kill you is enough to file a police report in Spain and they will contact law enforcement in US and arrest the person. I don’t think any testimony is necessary, they just give your testimony via zoom most likely, 100% guaranteed to end up in prison for saying “I am planning to kill you”. But you have to be a real asshole to put someone in prison for saying that on here. What you would do is block the mentally defective individual
