It's part of a nationwide advertising campaign for the newly released film of The Thursday Murder Club, and they're being put out all over the UK. The design is good, as is the quality, but it's still advertising taking over a public space, and potentially displacing the work of local yarnbombers. It's also missing the things I like most about postbox toppers: their individuality and the fact they just done for the shear joy of it rather than for profit.
