His vanity is inestimable - anyone can flatter him to make him think he’s a strong man making correct decision, as they use him for their own devious ends. But I understood that Congress had to vote on any such action, and release a specific amount of funds - that it is literally written into the constitution so one man cannot make a dangerous decision like this. @wdlindsy has a great thread on this.
