   I seem got just an idea to solve new comer settling to #Mastodon #Fediverse.
   It is Guest mode, moratorium term of the Mastodon user, until sitting on a particular server.
   With guest mode, servers publish capability of how many guest they can host onto Mastodon Apps and Joinmastodon.com with the Codes of Conducts for guests. And new comers are sent to server automatically or select server from a small lists of low-latency servers.

     Guest have a option to move to another server anytime, or signing on there formally.
     After while, 2 weeks or so?, server can push out guests to another server which has guest hosting capablity.
     Good point is, getting rid of stress of server selection, and new comer got experience to move server in starting term. And many server can join on accepting new comer inviting. Some people may keep guest mode, it’s funny I think.

     Bad point is, bad encounter occurs. It will be necessary moderation server about guest hosting capablitiy.
