UPDATE on the massive Twitter data breach reported last week. The breach of nearly 1.4 million French Twitter users' data is now being investigated by independent experts in France who will pass on their findings to CNIL, France's data protection authority.
CNIL has the mandate to investigate and issue massive fines or other sanctions on companies which violate the country's strict data privacy laws. https://www.cnil.fr/en/investigation-powers-cnil

  Investigation powers of the CNIL | CNIL
  
  The CNIL shall conduct investigations following the lodging of a complaint, allegations of infringements brought to its knowledge or because it decides to address a specific issue. If an infringement of the regulation is established, the Chair of the CNIL may render an order to comply or the CNIL’s restricted committee can take different measures or sanctions.
