this 1988 interview of Alejandro Lichauco that is floating around is frankly muddying the waters on pax silica. you cant establish a teleology of national industrialization bet UK, US, SKor, PH without considering the global economy, esp the global division of labor.

of course PH doesnt have these industries, because its cheaper to import! whatcha gonna do? protectionism? import substitution? expand mining under nat-burgesya? who will suffer high prices or die under this sacrificial management. we are simultaneously not the economy yet are.
