I've heard conflicting stuff on water cooling in data centers too. A cooler in your home PC is a closed loop. They do lose some liquid over the years, but it takes a long time before a loop needs to be topped up (and by that point you probably need to flush it anyway).
I've heard from a logistics manager that lot of these data centers are fairly closed loop and are designed to minimize evaporation, but I've also read they consume crazy amounts of water, even in their loops, which also wouldn't surprise me because it's hard to scale up water cooling without efficiency loss.
Are new data centers mostly a fill-once and you're done, or do they evaporate off enough they need to be constantly refilled with non-trivial amounts of coolant?
Keep in mind that even through there is a water cycle, most drinking water gets pulled from aquifers that take a long time to replenish. If you use a bunch of water in agriculture, the evaporation might carry rain to an entirely different watershed, depleting yours and moving that water to other regions.
