I figured a giant warehouse packed full of flammable tissue paper would have a much better fire suppression system than it seemingly does.

In my experience, safety measures in factories and mills tend to be bullshit cooked up by makework roasties in the office, because actual safety systems cost money and man-hours to install and maintain. For instance, in my position, I once got clocked in the head by the robot, which had been disconnected from the emergency-stop system without my knowledge, so when I was sorting out an issue with the inspection table sensors, the robot tried to put a ninety pound slug through my head on its way to the table. Of course, nobody was actively watching the cameras, so if I hadn't pulled some reflex acrobatics and rolled myself into the main conveyor, I would have been dead for hours before anybody would have down to bitch about the saw being stopped.
Edit: Old photo of said robot, and the inspection table.
