      2011年3月11日、原発から5キロの病院に多くの寝たきり患者が取り残された。原発が水素爆発してもなお、救助の手は及ばない。すべての救出が完了したのは16日。45人が命を落とした。「戦時下」に匹敵する非常事態の中で何があったのか。検察の調書を調べていくと、自衛隊の致命的なミスをはじめ数々の新事実が明らかになる。
