It seems to me that not so much money could be used to save Cuba from a large amount of economic warfare

I hope there are a number of other measures they are taking to minimize their fossil fuel footprint; Cuba’s been dealing with economic warfare for a long time. The rest of the Americas should consider rallying around Cuba to insulate it as much as possible from the US.
