Aside from people who are just shitposting, when I've seen this seriously argued for, it's typically like, "Idealistically I'm an anarchist, but pragmatically I'm a monarchist". A belief that anarchism is the ideal system in a perfect world, but unviable in practice, and that a very hands off but well meaning monarchy is the best system that has a chance of functioning in reality. I usually see proponents of this kind of thing argue that Tolkien expressed these kinds of views, though I don't know enough about his political views to verify that. Personally, I think that even the view of monarchy they present is wrapped in idealism and unrealistic, even if they believe it's more realistic than the perfect world scenario they believe to be required for anarchism to function.
