As a non-rich citizen, you basically only have two levers you can use against the elite: you can withhold your labour (general strike) and you can withhold your consumption (stop buying goods).
These are enormously powerful tools, and governments fear them, as everything grinds to a halt.
Modern elites encourage the creation of a populace alienated from each other, sitting alone in their houses, consuming infotainment in front of the TV/internet.
