Most of the drama dropped out once the Traitors had the numerical advantage. The traitors were almost a sure thing after James, and maybe after Matt. The production team managed to introduce some drama with introducing the idea that Stephen might defect. But after the vote between James and Rachel, when he had the chance and didn't take it, it seemed less and less likely.

Oh, and also: I think Stephen made the right choice. Not just morally, but also professionally. He could have taken home 50,000 pounds more and been the heel for the rest of his life, or he could be generous and have better post-show career options. Smart move.
