I agree, and I would like to emphasise another aspect:
The thing is that "pepper spray" is not one thing, chemically. There are a wide variety of chemicals sold under that description. Unless you know which one you're dealing with, comments about particular agents being good at dealing with it or bad at dealing with it are largely meaningless. Baby shampoo is almost certainly good against some varieties but that doesn't matter if the cops didn't bring them.
On the other hand, water always works, because while water doesn't neutralise the chemicals, it acts to dilute them as well as wash them away.
