It's hard to explain. First of all, it's pronounced like "nope" but with no n. It's not really a "word" so much as a "sound" we make to acknowledge a number of social situations that might otherwise require drawn out and uncomfortable conversations. Stuff like "wow, I just watched you drop your hotdog right in front of me and that sucks, but also it was not my hotdog." Or "it is very awkward that we both reached for this door handle at the exact same time but let's not share life stories."
