@SteveBellovin Costa Rica has no army and It says it can invoke collective security mechanisms outlined in the OAS Charter, specifically the Inter-American Treaty of Reciprocal Assistance (TIAR), also known as the Rio Pact, if it is attacked. Obviously, this doesn't apply to US attacks. I believe it doesn't apply to NATO either. The US can do anything.
