   After Western insurers withdrew, Russia’s shadow fleet is insured through an opaque patchwork of domestic Russian insurers, state-backed reinsurance, and offshore certificates. Outside the International Group of P&I clubs, coverage is often unclear or weak, with complex ownership and risky registries. This keeps oil moving but shifts accident, pollution, and legal risks to coastal states and third parties.
