     Sounds very much like what they were doing at the Broadview facility just outside Chicago. One of the tactics was to ask them to sign "court papers" written in English which were voluntary deportation forms. They wanted people to notice that the ones who signed the forms got to leave. Keeping them in squalor makes the situation more desperate.

     Absolutely disgusting orcs. I want nothing non-negative to happen to them.
