     @GottaLaff That's the guidance for firearm engagements, which are always considered lethal force. The center column gives the force escalation steps
     1. Looking tough.
     2. Yelling.
     3. Wrestling and grappling.
     4. Electric shock.
     5. Punching and batons.
     6. Shoot to kill.

     And judging by the chart, their arming order only goes up to using pistols, so the rifles and shotguns are just for show?

     The posse comitatus act section is bottom of middle column: no arrests, no investigations, etc.
