     @withaveeay My Kiwi brother suggests it is some kind of ship’s buoy, or flotation, possibly off a net. That’s the link that anchors it to the net at the top.

     Something weird, and rather sinister looking, washed up near the beach after the windy week. It seems militaristic rather than a flotation buoy or otherwise. Also, no seaweed growing on it.
