     He's been told multiple times (including the Australian Ambassador) how tariffs actually works and who actually ends up paying. Reportedly he just refuses to accept the reality of the situation, when it conflicts with his belief.

     @GottaLaff An acquaintance of mine once used the term "low cunning" to describe how some of his employees had stolen from his company. That's the kind of mind Trump has.

     It's not that he lacks intelligence, but that all the intelligence he has goes into the art of scamming and manipulating people, and there's none left over for understanding things like who actually pays the tariffs he sets.
