States always exist to serve a ruling class: slave states served the slave owning class, feudal states served the aristocracy, and capitalist states serve the capitalists.
In human history, social hierarchies came first, and then states were created to serve the ones on top of the hierarchies.
If states are to be done away with, then their progenitors, social hierarchies, must be eliminated. Otherwise, new states will form to serve the tops of the hierarchies.
