Detention centers work because the people around the detention center are happy that the people are locked up
The guards in a detention center are equipped to defend themselves against the inmates, unarmed and already subdued but if they are surrounded by people who are ready to challenge the authority of extra legal organizations like ICE, I don't think it's going to be too hard to breach

It isn't.
Rounding up enough equipment, personnel, and supplies to push back a hundred unarmed people takes *so* much effort for civilian organizations, even police departments.
Wanna know something cool? When all those cops are on riot duty, they are all on riot duty.
