@mcnado Reagan was apparently the first president to return salutes FROM US OFFICERS. Before that, presidents did not return salutes, because although they are Commander in Chief, they are not in the military. The POTUS is a civilian holder of high office. With Reagan, the difference was that he was also a retired Captain in the Army Air Force and wanted to emphasize that fact.
@mcnado Of course a bunch of other presidents were also officers and never returned salutes. I don't think a one of them would have even thought about returning a salute made by a member of a foreign military. They flat out wouldn't have done it.
