     Because XBox exclusive. It was, like, the only XBox game that *wasn't* a first-person shooter at the time. People that bought XBoxes bought them for FPSs. Dreamcast was the right place for the first game to drop; if JSRF had been a Gamecube title, it probably would have sold.
