     North Korea is unstable because it is a Chinese proxy under Communism.

     Any free stuff from government leads down that path.

     The DPRK is governed under a socialist system called juche, not communism.
     
     US prisons do have internet. It is censored, much like books and film in US prison as the 13th amendment exemption for slaves means generally speaking the rules of the constitution no longer really apply.
