@apps AFAIK: No. No matter if you earn money or not, you have to pay this fee. And it is a hassle to get your app into that store. I decided, I move forward to a PWA instead of doing that.

@tauon@apps@altstore What license? Xcode is free (if you have macOS), but nothing prevents you from (cross-)compiling for iOS. The fee is really only for publishing the app. Even without paying, you can somewhat distribute iOS apps via Apple TestFlight.
@apps@tauon@mot unfortunately yes this is true — to distribute an app with AltStore PAL (or any other alternative marketplace) you still need to pay Apple $99/yr to join their paid developer program.
However, you can distribute apps with AltStore Classic completely free by just providing the app file (.ipa) for users to download. Downside is users will need a computer to install them, and they’ll expire after 7 days
