     @jeffcliff @taylan The positive thing i take from this is that they still feel the need to make up false reasoning. That means they are not as secure in their power as they could be.

     Oh interesting, a eugenics propaganda term.
     
     I guess it's supposed to mean something like "useless" people who are just a burden on society, because "Ballast" means something like: useless weight.
     
     Ironically, the word is most commonly used when talking about dietary fiber nowadays: Ballaststoff. Which isn't useless at all, though I guess it was historically thought of as such due to not being digested directly.
