The number of “spots” in universities is not a fixed number. The universities can, and have, expanded.
The foreign students bring a huge amount of money to American universities —they subsidize American students, contrary to vance’s bigotry. And their presence enhances the educational experience.
The foreign students who stay in America add to our economic strength, and the ones who return home contribute to America’s soft power
