It has 9 articles. Each for a specific category. Article 1 is for citizens. Verbal speech, written, public or published. Articles 2,3, 4,6 are about the press. Specifically it goes into detail on when the press specifically (article 4) can be prosecuted for knowingly spreading lies. The ammendment is a page and a half long

It's hard for non-US citizens to understand federalism and separation of powers. They think that if rhe executive does something, the US did it. They don't understand that there are other branches who can intervene. But that sometimes takes affirmative action on the part of the citizen. You have to petition a court, write congress, etc.
A lot of people also confuse who occupies the branches and their behavior with the underlying procedural mechanisms. The system is at base political. That means who is in office matters, otherwise the procedural mechanisms don't work. That's not a failing of the mechanism, that's a failing of the mechanic. If you put water in your gas tank, do you blame the motor when it won't start?
