   The U.S. recidivism rate is about 70% of prisoners reoffending within 5 years of their release.
   
   This means that within 5 years, 70% of prisoners will have another encounter with the justice system.
   
   I think most countries just use corporal punishment 2nd time around. A rope, a tree, 5 minute prayer, a 6 foot hole, problem fixed.

     If we find judges that incarcerate innocent people in jail, then the judges get hung.
