The problem with the "defund the police" movement was the fact that most of them are drones that are well attuned to their training. Defunding the police doesn't help. Changing the laws, enforcing existing laws and adjusting the critical parts of the system so those drones work correctly is what reduces crime, dangerous social deviance, etc. (an example that actually _worked_, and I use that term loosely as there are still problems, was cannabis decriminalization and legalization).
In the United Kingdom, police don't even bother to check their massive CCTV cameras for basic vehicle, bike and phone thefts:
