When a company moves its manufacturing to China the Chinese government instantly owns their means of production. That's the trade off for the cheap labor.
If a company decided to move manufacturing back to the US they have to start completely from scratch with all new equipment, etc.
That sounds great, but the US doesn't make very much of this equipment so it must be bought from overseas.
Companies are NOT "pouring" back into the USA. They're just not.
