100% tariffs probably aren't enough to get factories to move back. Likely closer to 300%, and on every country. Tariffing China heavily will make the factories leave China, but it won't make them return to the US. They'll end up in business-friendly countries with a low cost of living, assuming the goods aren't simply laundered through Europe or Taiwan or Korea.
