   The US does not need to put tariffs on North Korea and Cuba because it does not trade with North Korea and Cuba.

   Not so sure about Russia and Belarus. Yes, there are sanctions, on oil and coal and this and that, but it’s not 100% no trade, is it? And is Belarus sanctioned at all?

     @GreenSkyOverMe but Iran and Syria are on the same 100% sanction list as North Korea and Cuba. the weird exclusion list is still, uh, weird
