When he says that the US is treated unfairly, he's referring to the trade deficits between other countries and the US, and calls these tariffs.
For example he complains that the US buys more from Canada than Canada buys from the US, but misses key factors. Population (and wealth.)

US: 347 million
Canada: 40 million

Of course a country with almost 10 times the population would be expected to have more buying capacity.
It's surprising that the trade deficit isn't higher.
