   In this context, I think “unexpectedly low” means “relative to already low expectations.”

   And yeah, not sure what they were smoking, 13% seems mild given the backlash.

     Yeah, totally expected, and don't forget almost 2.5% of that number is likely from a tax fraud scheme from Canada! (Almost ok vehicles, so even lower sales.)
