If population, culling, and eugenics was such a large concern , why are there prisons to store useless dregs of society? They should fire up the chipper, and quit wasting time rehabilitating the crud.

It's profitable that's why, the consumer economy. The eugenicists have trapped themselves in a conundrum. Let's kill them all, no wait we want the profits they bring.
