   I often point to this example...

   Remember the last time you were on the highway? I bet you did 5 or 10 mph over the speed limit! You can't do that! That's illegal!

     So uh in case this wasn’t clear: laws are not magic words that bind the government. They’re just words on paper to be enforced at the pleasure of whoever feels they have the relative authority (and motivation) to enforce them on someone else

     "That’s illegal" does not imply "that can’t happen"
